Balaoan receives Seal of Good Financial Housekeeping
Fresh from receiving the Gold Award in the First Anti-Drug Abuse Council (ADAC) Performance Audit in December 28 of last year, Balaoan goes on a winning streak as it passes anew the standards for the Seal of Good Financial Housekeeping (SGFH) set by the Department of the Interior and Local Government (DILG) for 2018. Balaoan joins 115 other municipalities of La Union that successfully passed the DILG evaluation for 2018.
This is the third financial transparency and accountability commendation received by the municipality after getting its first under the leadership of then Mayor and late Vice Mayor Atty. Al-Fred O. Concepcion in 2016.
“This award is a clear manifestation about how we in this administration have zealously guarded the people’s money and prudently spent them for productive purposes to really benefit our whole community, “ lady mayor Atty. Aleli U. Concepcion said.
The SGFH assesses how well local government units comply with set accounting and auditing standards, rules, and regulations of the Commission on Audit (COA). Passing the assessment means the municipality has spent and audited its public funds accurately and transparently. Another assessment area is the LGU’s compliance to DILG’s Full Disclosure Policy of Local Budget and Finances, Bids and Public Offerings such as Annual Budget, Statement of Receipts and Expenditures, Annual Procurement Plan, and Bid Results On Civil Works, Goods and Services and Consulting Services, among others.
In November 6, 2018, the municipality received the 2018 Seal of Good Local Governance (SGLG) award from the DILG which is the highest and most prestigious award bestowed to the few deserving local government units of the country who have excelled across the seven areas of governance set by DILG. The SGFH is one of the component areas of the SGLG along with Disaster Preparedness; Social Protection; Peace and Order; Business-Friendliness and Competitiveness; Environmental Management; and Tourism, Culture and Arts.
“I hope that with the string of commendations that the municipal government is now receiving under my administration, our detractors and their cohorts will now tire from their tirades and be dissuaded from fragrantly issuing irresponsible statements and peddling unbelievable promises for a “progressive Balaoan” just so to gain political leverage, “ Mayor Concepcion said.
