Balaoan, La Union – Lady Mayor and Lawyer Aleli Concepcion is named one of the Most Outstanding Mayors for 2020 by the Superbrands Marketing International (SMI).
Fresh from receiving the Gold Award in the First Anti-Drug Abuse Council (ADAC) Performance Audit in December 28 of last year, Balaoan goes on a winning streak as it passes anew the standards for the Seal of Good Financial Housekeeping (SGFH) set by the Department of the Interior and Local Government (DILG) for 2018. Balaoan joins 115 other municipalities of La Union that successfully passed the DILG evaluation for 2018.
Balaoan affirms its commitment as a friendly haven for effective child care and protection as it received the Seal of Child Friendly Governance Award for 2018. Balaoan has been receiving said award since 2014.
“The recognition that we have just received proves once and for all our resolve to make Balaoan not only a peaceful and progressive community but more importantly a place where children are given prime importance in socio-economic welfare and well-being,” Balaoan lady mayor Atty. Aleli U. Concepcion said.

Concepcion, and local municipal officials receive the 2018 Seal of Good Local Governance (SGLG) marker from the Department of the Interior and Local Government (DILG) during ceremonies at the Tent City, Manila Hotel on November 6, 2018 which enables the municipal government to access a P3.2 million allocation from the Performance Challenge Fund to help finance the town’s high impact capital investment projects like water and sanitation system, access roads and health centers. This is the second SGLG award received by the municipality after having won its first under the leadership of then Mayor and now Vice Mayor Atty. Al-Fred O. Concepcion in 2015.
Manila– 2018 proved to be a bountiful year for the municipality of Balaoan as it continued to harvest national awards and recognitions.
In ceremonies held at the Tent City, Manila Hotel on December 28, 2018, the municipality was awarded a Plaque of Recognition and a Cash Incentive of Php250,000 after it was declared a Gold Awardee in the First Anti-Drug Abuse Council (ADAC) Performance Audit for having garnered a perfect score of 100 in the functionality of its local ADAC for 2017.
Ms. Elvira Gagua, Child Development Worker of Brgy. Nagsabaran Norte, is among the Outstanding Day Care Workers of La Union for 2017. Awarding Ceremonies were held last November 29, 2017 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. Ms. Gagua, together with her fellow awardees, received a cash prize and plaque of recognition from the Provincial Government of La Union headed by Gov. Francisco Emmanuel “Pacoy” R. Ortega III.
The municipality of Balaon, La Union received the Purple Ribbon Award during the Pammadayaw ti DOH 2017 held at Bangko Sentral Convention Hall, San Fernando City, La Union last December 14, 2017. It ranked first in La Union and first runner-up in Region 1.
The Purple Ribbon Award, which was launched in 2016, recognizes local government units as well as civil society organizations for their exemplary practices, accomplishments and innovations in the implementation of Reproductive Health and Family Planning Program.
In a move to modernize and make more effective the delivery of fire safety and preparedness in the community, the municipal government donated to the Bureau of Fire Protection (BFP) a piece of its property formerly known as the Balaoan Children’s Park in Barangay Antonino paving the way for the construction of a new municipal fire station. With the donation of the lot, the Balaoan Fire Station finally hurdled its greatest obstacle in its programmed infrastructure works that will certainly get the construction rolling.
The Municipality of Balaoan, La Union was conferred the Pabasa sa Nutrisyon Exemplary Award in Cebu City on August 11, 2017 during the Region 7 Regional Nutrition Action Officers’ Congress and Grand Nutrition Awards. Ms. Ma. Cecilia Castillo, Municipal Nutrition Action Officer, received said award
The Pabasa sa Nutrisyon Exemplary Award recognizes LGUs and organizations that have successfully implemented the Pabasa sa Nutrisyon (PSN) and received the PSN Outstanding Award for at least two (2) years.
Mayor Aleli Concepcion and Congressman Pablo C. Ortega led more than six hundred constituents of the various towns and city of the first district of La Union for the Grand Aero-Zumba at the Balaoan Farmers Civic Center on August 12, 2017.

Improper excreta disposal is the principal factor in the transmission and spread of gastrointestinal infections including parasitism. It may also lead to contamination of water supply sources which may result to outbreak of diseases such as cholera and gastroenteritis. In addition, improper and unsanitary excreta disposal brings about unsightly conditions and foul odors, which are a definite nuisance to any community.
The municipality proved once again its effort in advancing the welfare of children during the conferment and awarding ceremonies of the 2016 Seal of Child-Friendly Local Governance (SCFLG) on June 28, 2017 at Crown Legacy Hotel, Baguio City. For two straight years, in 2015 and 2016, Balaoan is a recipient of the SCFLG, as conferred by the Council for the Welfare of Children.

LGU Balaoan further intensifies its voluntary blood donor recruitment campaign to include LGU employees, line agencies, NGOs, student groups and BHWs. In partnership with the Ilocos Training and Regional Medical Center (ITRMC) and the Provincial Health Office (PHO), LGU Balaoan conducted its first blood- letting activity for 2017 last March 24. A total of 147 potential blood donors registered, 41 of whom were deferred during the donor screening interview and due to low hemoglobin resulting to 104Balaoanians who were successfully bled.
A total of one hundred sixty six (166) families reported affected during the surge of Typhoon “Lando” in October 2015 were given the Emergency Shelter Assistance (ESA). This is a program of the Department of Social Welfare and Development (DSWD) through the Office of the Provincial Government to help the affected families reconstruct/repair their damaged houses.

LGU Balaoan grabs Best Maternal, Newborn and Child Health and Nutrition (MNCHN) Implementer Award for 2016
LGU Balaoan was awarded for the second year in a row as one of the Best LGU MNCHN Implementers of La Union for 2016 during the Pammadayawti DOH held at Oasis Country Resort on December 2, 2016. It shares this award with two other municipalities of La Union-Naguilian and Burgos.
Under the new leadership of Mayor Aleli U. Concepcion, LGU Balaoan further strengthens Disaster Risk Reduction and Management (DRRM) as one of its major programs.

The 38 Day Care Workers in the 36 barangays of Balaoan continuously attend trainings and seminars to equip them with knowledge on the Standards on Early Childhood Care and Development (ECCD). Accordingly, a 2-day Capability Building Training on the National Early Learning Framework and the New Standards for Child Development Centers was conducted last August 30 -31, 2016 at the LGU Conference Hall.
Basketball is considered as everybody’s game; it’s a game of a thousand thrills that effectively diverts the attention of the young generation from vices. Every year, LGU Balaoan organizes a basketball tournament to encourage the youth to adhere to sports to maximize their mental and physical growth, among other.
Universal Children’s Month is celebrated every November. For 2016, the theme was “IsulongKalidadnaEdukasyonparasaLahatng Bata”. Balaoanday care children celebrated the event last November 7, 2016. A simple program was held at the Balaoan Farmers Civic Centerwhere Day Care Children from the 38 day care centers competed in three(3) categories: Draw and Tell, Singing and Folk Dance.
The Municipal Government of Balaoan, La Union through the able leadership of our Honorable Mayor, Atty. Aleli U. Concepcion is true to its commitment in the elimination of illegal drugs in the locality. Our municipal mayor has instructed the office of the MSWD and the Balaoan PNP headed by PCI Jeofrey Sanchez to coordinate on all possible reintegration programs for the surrendered drug personalities.
